What’s up with this dime?

Last roll of the box, pulled this fine from it. It’s a 1996-P that looks like it’s in BU shape. The rim is completely silver, but I don’t think it is silver. What did this? Included rim pics for context

When planchettes are punched from the clad sheet, the cupronickel (white metal) will occasionally “smear” in such a way that the copper layer is covered.

Time for more coffee.
