Franklin is fine. That's Roosevelt. I think it's mint damage.

The concentric swirls on the lower part of his face makes me think somebody ground it down with a Dremel or some other tool - PMD.

For a moment, before I clicked on this thread, I thought that we were going to be asked about a former poster who went by Franklin. My second thought was it would be about Franklin halves, but after I saw the Roosevelt dimes, I'd realized it was about that Franklin. Funny how after so long of calling those dimes Rosies (when refering to silver ones) and just clad dimes we can almost forget that his first name was Franklin.

Edit: to answer the OP, I too think that this is post mint damage. The circular motion of the swirls makes me think that some kind of buffing device was used, like a buffing wheel on the end of a drill.

I agree, Franklin looks to have been abused post mint.

btw, re: Franklin, Benjamin, Roosevelt, etc
In the hood, $100 FRNs are known as "Benjamins" (Not in my hood mind you, but in some hoods.). IMO, that's a more presuming/overtly familiar callout than OPs reference to Franklin in this context.
