Help with this wheat I think is a error?!?

Ive Never Seen something like this before.
I found it in the 1350 wheats I got the other day.

Its a 1928 wheat nice full wheats.
Its Struck Weird. The coin is Not completely circle, The top part of Trust is cut off a little bit and has a weird rim there. down by the date the rim is raised.
It looks like the pallet was bad when it was struck, I'm Not Entirely sure.
Any help on what kinda error this is and approx value would be great
