well, the design is weak, so if something (looks like links in a necklace) was between the die and the blank which would cause and incomplete stamp

Are the 0's stamped into the coin or raised on the coin? The first time I looked at it they looked raised, then I looked again and it appears like they are stamped into the coin. Kind of an optical illusion!

To me. And I am no expert. It looks like it has been flattend. most likely by the object that stamped to 0's into it post mint.

The 0's are stamped into the penny and one of them can be seen on the other side of the coin. If I find time I will scan the other side and post it.

All post mint damage, notice its out of round, and there are hammer marks
