Look at the rim. You can easily distinguish between silver and CuNi clad because a silver coin is lacking the copper colored layer. Extremely dirty silver coins can sometimes be difficult to distinguish. Another way is to drop the coin against a known clad coin. Silver coins make a different noise than clad. The noise has a higher pitch.

They will also have an S mintmark and yes, they were made for proof sets.

They also made others that are not S mintmarks (proofs).
