The 1995 doesn't have a lower mintage, its got about 4.6 million minted which is about average for Eagles minted in the 1990s, even the proof ones are about average for the time and would bring no more premium than most of the others made in the 1990s.

Now there is a 1995 dated eagle that is worth a substantial premium, that is the 1995-W proof coin with a mintage of about 30,000 coins. The 1995-W proof is worth several thousand dollars in pristine condition.

Thanks Generic. 4+ million is on the low side of all the years since '86, but I agree that there are other years in the 90s when 3 or 4 million-ish were minted. I noticed that the latest blue book bumped up the price of '95s by a couple bucks compared to other years, but wasn't sure whether the typical buyer would actually pay those extra 2 bucks.

I believe the '96 is the key date. Right now Apmex is selling them for about three times their melt value. I think there were less than 4 million minted.

As a collector, I gladly pay the additional premium over other ASEs when it comes to the lower mintage dates. To earn the premium, the coins must obviously be pristine.

37 dollars for an ASE is my max,My wife buys them for me here and there and even she knows that anything above 37 is to much to invest.
