That looks like the "E" is concave, which means PMD. If it was stamped in the die, it would be a raised E.

Actually, dropped letters are supposed to be concave. A foreign substance filled a letter on the die, and after solidifying, it fell out and was stamped into the coin, thus making a concave impression. The letter has since fallen out due to circulation.
