The writing looks like it has extra metal an missing kinda looks stamped a few times an it makes a diffrent sound when dropped more like a silver???!!

Hard to say. Maybe it was struck on a flawed planchet (the "blank" disc that is put into the die). Perhaps wasn't rinsed properly during the planchet-making process.

It could be a form of double die, but the pic is difficult to see very well. Seems like the neck is doubled as well as the motto and isn't well defined, but rather smeared. It could have a bit more value. Try to take it to a coin shop if you have one nearby and see what they say.

It isn't a"doubled" die. Looking on my phone it just appears to be struck thru grease.
