Hi; I believe it is a Die Filled Error. The Die becomes filled with metalic debris thus creating this error. There may be some slight Die Shifting as well. Yes, It is an Error Coin. Value is about $10 - $15. Good Luck. PEACE:RONB

It's struck through grease and definitely not worth $10-15 dollars. Value would only apply to a sever strike through.

Barker is right, grease filled die error. People will buy them but they don't bring a ton. Check out prices on Ebay.
