1829 Capped Bust Half Dime Cleaning Suggestions?

I've got an 1829 Capped Bust Half Dime that is extremely encrusted/dirty. I'm not entirely sure if the features are obscured due to extremely compacted sediment or what. Can someone please suggest a safe way to attempt to clean this coin?

I've tried peroxide and vinegar which did help reveal the date a little bit but I'm affraid to go much further without some advice.

Well if it won't rinse off with water, then it's stuck there. You could clean it, but then the resale value would go to hell. If you don't care about selling it ever, take a toothbrush to it. If you do, then leave it alone :)
