Error penny? or damaged

I dug this penny at a local park, has two overlapping circles punched out. Did this happen at the mint?

The holes are not drilled, they are very cleanly punched out.

I cant imagine any piece of a coin press making that hole- twice!. May be hmm no clue , people do odd things to coins.

not a chance that its an error
I don't recall anything in the minting process that would expose a coin to a small stamp / drill
bogus, no doubt
