What year is this?

Found this table top lighter. I have searched and can not find one that looks like it. I am wondering if their is something missing from the top. the lighter comes out to fill. their are no markings on the item, on the bottom it looks like it had something on it or it was on something else. Does any one have any info on this. year it was made and if its worth anything?

It's a circa 1950's "table top / bartop figurine, " knick knack.
I recovered a bottle opener that is the same length with the same figurine. Pretty common design
