My two cents, leaning to artifact. Do the holes show any signs of being made by man? Can you get close-up of the holes?

Natural formation.
Once a larger more complex specimen. Softer inside dissolved away when
surrounding matrix washed away leaving this marvelous anomaly.
One very nice abnormal rock.:icon_thumleft:
[Not artifact, not fossil]

It was a "Rock" when you found it on the ground.
You took it home, it is now a "Specimen"
