Start with a 1 pound plastic Maxwell house coffee can. Cut part of the threded lip opposite the handle drill closely spaced 7/16 holes or your chose of size across the bottom and due the same 3 rows up the sides. works like a charm.

Well done.
And they work excellently if done right.

I have been using those plastic cans for watering houseplants for years.
Great to throw one on the boat for "bailing water'" as well. heh
