Metal detecting a terrace?

Where I live, 50 foot out from the center of the road is city or country property.
If you look at tax parcel maps, it's marked off this way as well.
In most cities, you have their property, the sidewalk, and a small strip of grass, about 15 feet wide, then the road.
This small strip is called a "terrace".
In fact, technically speaking, once you put your garbage out on the terrace for pickup, it automatically becomes property of the city dump.

There is one town the runs back to the 1820's. Of course asking permission along multiple homes, sometimes 15 in one block, would be a huge task.

However legally speaking...they could not ask you to get off this area of grass, because although it is next to their house, they have no ownership to it, the city can come and dig it up or whatever without notifying the homeowner.

So I would like input on how one would proceed? This seems like one of those grey-area things, and wondering if anyone has experience.

public property is up for grabs here, do it
If anyone made a big fuss I would move farther on just to avoid the hassle

Yes, it's public, but take into consideration the home owner who might "maintain" it, mowing, grass seed etc. They MIGHT feel as though it's an invasion of there front yard, you're in the right, but it could be tricky. Tough one to call.

Be sure you are not confusing the terms "Public Property" with "Public Right of Way".
