I used to live in Victoria and was involved with helping out at the food bank there. In the summer there was a guy who had his own placer claim and he'd put up a sign, offering to let the poor come out and pan free of charge. He even gave free panning lessons. If I remember correctly, his claim was out towards Jordan River. I don't know if anyone ever took him up on his offer or not, but it would seem to be a way for people to earn some extra cash.
