Assume "NO!" until evidence shows otherwise. Assuming "Yes, of course you can." could easily get you fined or jailed.

I think each Nat Monument has its own rules...we can't make this simple now can we ;)

We all complain about presidents declaring National Monuments but the real problem is congress which has failed to tighten up the enabling legislation. Loose laws allow too much freedom to invent rules by the executive branch!
