Sounds like a pipe dream rather than a tip, but in the 60's I lived in a small, wild Idaho town. There was 12 bars on main street plus flop-houses and a brothel. The nightlife was booming but at around 2 a.m. in the summer months til daylight the street sweeper like the one pictured made his rounds. Everything between the curbs would get swept up and dumped somewhere. This had been going on for years but where was and is that SOMEWHERE? Has anyone researched this angle in your town? Might be a fun project these winter days.
