They usually drill several in the 'coal mines', then blast off the overburden, & remove it down to the coal seam.
These guys never finished their job, & they are left 'uncovered', dangerous for small children & small animals.

Now that is just wrong! Some one or some animal could bust a leg or worse. Why would they leave the hole open like that? Oh I know may cost an extra dallor or two to fill it back in. >:( Can you report it to the authorities or is it a waste of breath?

Good time to be a prankster Fossis, make up a dummy and put it down there head down and hide. You could get some pictures of people in a panic.
You might walk up and don't look in the hole and ask if it's for sale. Gnewt

Not these Art, they were drilled by a machine for 'blasting & loosening' the soil before removing the 'overburden' to mine the coal underneath.

Yep quite positive, I have watched them in the process of drilling, a few times when I was hunting for fossils nearby. (coal mine)
You're probably thinking of (core drilling), where the holes are much smaller.
