It looks like an unfinished point. Probably the extra notch was a mistake and they tossed it before finishing. Not sure how big it is but it would be hard to 'fix' this point and retain any symmetry. Our Ohio filnt sometimes goes its own way when you strike it due the the mix of colors and hardness. What make the flint pretty also makes it hard to knapp with predictability. I like to save any of these 'odd' points I find as they tell a story also.

It just looks like a weak spot in the material when it was being made a large piece came out right there or it had to be worked around.
Could even be old damage it doesn't look like an intentional notch to me at all

Could be a "plow scar", you said you found it in a wash in a field in Ohio..... not uncommon for points to have been hit by a plow in the past. Less likely is that it suffered natural damage from being "washed' down the wash during a flood event and struck by another rock. And lastly, it could have been manufactured by a "not-so-skilled" knapper or someone just learning. It still looks like a perfectly functional point to me..... it could penetrate and draw blood and that's what you hope for when hunting with primitive weapons.
