I found this in an area known to have large villages of native americans near NC river systems in sand. To me it looks like a scraper but I have NO knowledge of such things. Is it just a rock or might it be an artifact. Another reason I thought it could be an artifact is that it fits into my hand perfectly to be a scraper or maybe a fish scaler.??

Well seeing I find the same type of pieces I will have to disagree seeing the cortex is removed. Scraper well probably not but flake I would say yes. Its Quartzite for the material. Id be looking for the tool they made that flake from next time you go out. Probably a point some place out there. Savannah River comes to mind for the point you will be looking for. This one looks to be that same material for example even though its missing the top.
