Yes, a run of 1.2 million (Star Notes) compared to 163.6 million 'regular' 1995 Atlanta $2 issue is a relatively low quantity printed.
No doubt the bill has value over face. You may wish to check out Completed Transactions (sales) on Ebay for current value.
As to your pic, IMO it's fine as it is.

in that condition--- $7-9 would be fair value, low S/N of small run :icon_thumright:
