Could be sandstone. The round things could be pockets of clay.

There is another phenomena related to structural geology which I can't remember the name of right now to, that could explain it.
It would be helpful to know what those small things are for starters. :)

Certainly looks like sandstone as Eu_citzen mentioned. Hard to tell from the picture what the white rocks are, could they be quartz ?

That's a neat rock mamabear...I really like it! Looks like the rock has a pearl necklace...lol
