Long story short it mentions that Spain is not to happy based on the fact that treasure hunters have been recovering treasure from the 1715 fleet for so many years and selling it. Luis Lafuente subdirector of Patrimony said "we will fallow them until the end of the world" It says that after the victory over the Juno and La Galga they woke up and they were going to claim their rights to every vessel that was used by the government. Its says that The attorney of the Spain embassy in US James Goold is investigating every single article that comes out in the news and internet about Spanish shipwrecks. That right know the main focus is on Odyssey so the 1715 fleet will have to wait........

What a bunch of whiny *****es...If we can't have it, then nobody can have it! Leave it all on the bottom to rot!

I've said it before, and I'll say it again, Spain could do it's seriously FALTERING ECONOMY a whole lot of GOOD by inking deals with salvors to recover their goodies out there at say a 75 Salvor/25 Spain split...Not just on the TC, but anywhere their wrecks may lie...A direct contract with Spain would circumvent all the UNESCO etc. BS as the Salvors would be working (contractually) for Spain. I'm sure a lot more companies would dive in if they knew they wouldn't have to jump through all the hoops that are now in place. Recovery would still be conducted in an archeologically proper manner, not to keep the Archies sedated, but because that is the proper way to do it! Florida would lose it's 20% spiff, but who cares anyway?? There's probably too much of that 20 over the last 50 years that's sitting somewhere other then Tallahassee...
Spain has neither the money nor the means to recover 100 conq shells off Marathon Key, let alone mount any type of meaningful recovery op...

All sounds really simple and logical does it not?? Only in a perfect world before bureacracy became the order of the day...

The issue of salvage rights of the 1715 Fleet has been long settled. The United States District Court determined the custody of the fleet in 1983. During the 1979 to 1983 case of Salvors Inc v certain unidentified shipwrecks, public notice was given to any person, state or country to come forward and present a claim. As we know, Salvors Inc (Mel Fisher) was awarded custody. So the same court that ruled in favor of Spain and determined the Odyssey case has already adjudicated the 1715 wrecks.

The most important fact that is being overlooked is that Spain salvaged the 1715 Fleet for 3 years following the sinking. They recovered approximately 75% of the registered silver and ultimately abandoned their salvage efforts. Maritime Law is well defined as to the rights of salvage for abandoned shipwrecks. None of the deepwater wrecks were salvaged, therein lies the problem with the Black Swan.
