Need design help - Outboard blower for small 15 hp motor

Hey guys, a while ago I saw some great tech info on blower design and performance and now I can't seem to find it.
I only have a small 14 foot boat with a 15 hp outboard and I'd like to make an efficient little blower for it.
Any help with info on design and tech specs is greatly appreciated!
I'm not sure if I should try to use aluminum or just use some big pvc. I have a few ideas but would love to have more information.
This is the little boat I'm working with, I know it won't move much but I'm ok with that, and of course the picture I have doesn't even show the prop.
