GME can't file an admiralty claim. It is in state waters and the Abandoned Shipwreck Act of 1987 gave ownership of all shipwrecks in state waters to the state.

That is not correct. The ASA gives title to abandoned shipwrecks. One has to file an Admiralty Arrest to get a determination that the wreck has been abandoned. Shipwrecks are not considered abandoned by default.

[h=3]§2101. Findings[/h]The Congress finds that—
(a) States have the responsibility for management of a broad range of living and nonliving resources in State waters and submerged lands; and
(b) included in the range of resources are certain abandoned shipwrecks, which have been deserted and to which the owner has relinquished ownership rights with no retention.

Seeker what is not correct, can you clairify

For embedded if you do not need tools of excavation then it is not embedded, even if you choose to use, your are not required to use

Was Tim Parsons part of this plan ?

Did the secretary of State sanction this conspiracy ?

Was Chuck Meade involved ?

Lets look at just some of the docs on this

Did SFRX get a recovery permit in Lou of a settlement with the State of Florida ?

Just saying, these people are getting funding from our tax dollars

If those wrecks are so important to Florida's history why doesn't Chuck get them himself? Instead they let the artifacts sit on the bottom slowly rotting away until they will eventually disappear. Doesn't make sense.

Because they claim that using a blaster is destructive and they can't spend enough time on this particular site using an airlift to do the job. They've boxed themselves in by bad-mouthing the necessary method vs. their preferred method, mostly because they insist on creating the illusion that our methods must be bad, and therefore, can not be used, according to their philosophy... which really has nothing to do with scientific method at all. Here's a comparative 5 minute excavation, blaster vs. 10 inch airlift.
