nos hemos dado cita en nuestra bella ciudad de cartagena para tratar un tema de la mayor importancia para el país el tema del galeón san josé patrimonio de todos los colombianos en diciembre de 2015 y anunciamos al mundo que después de más de tres siglos de búsqueda tres siglos un grupo de científicos y arqueólogos subacuáticos con la participación del icann de nuestra gloriosa armada nacional hizo el más grande hay algo de patrimonio submarino de la humanidad al encontrar el galeón san josé el hallazgo de este buque uno de los más importantes si no el más que navegaron nuestros mares en tiempos coloniales dio inicio a un nuevo capítulo de la historia cultural y científica no sólo aquí en colombia sino en el mundo entero el galeón san josé se reunió la noche del 8 de junio de 1708 luego de enfrentarse a una flota inglesa y ya van más de 309 años en que sus secretos han permanecido en el fondo del mar pero esto no será por mucho tiempo gracias a una tarea en la que nos hemos embarcado que debe ser orgullo para todos todos los colombianos nos dicen los expertos que el reto científico que hemos asumido es uno de los más ambiciosos de la historia y no estoy exagerando nadie del mundo nadie ha propuesto una intervención científica de esta mañana virtud una excavación arqueológica tan completa y a esta profundidad proteger el patrimonio cultural de colombia en todos los ámbitos y en todos los lugares del país ha sido desde el primer día es y seguirá siendo una prioridad para este gobierno una prioridad debe serlo para todos los colombianos el país lleva más de 40 años tratando de sacar adelante una legislación sobre su patrimonio cultural sumergido pues bien colombia cuenta hoy con la ley de patrimonio cultural sumergido cuya aprobación no logramos el año 2013 y que es el marco normativo adecuado para proteger para protección para el conocimiento para la divulgación de su patrimonio sumergido nuestro compromiso con el patrimonio científico está soportado en la inversión en la investigación científica y es un compromiso que comprende los requerimientos técnicos humanos y financieros necesarios para cumplir con este reto nacional en esta ley que ya hemos reglamentado y está reglamentada se establecieron los mecanismos que hoy nos permiten acceder a los recursos y también a la tecnología muy alta tecnología necesarias para la recuperación del galeón con algo muy importante priorizando siempre siempre su valor patrimonial con qué recursos vamos a recuperar el galeón serán recursos que se obtienen a través de una figura que se ha denominado asociación público privada app con los que se adelantará la exploración la intervención científica la conservación y algo también muy importante la divulgación de estos bienes culturales y hoy le puedo anunciar a los colombianos y al mundo entero que luego de más de dos años de cuidadosa estructuración ya contamos con una propuesta que cumple con los más altos estándares científicos tecnológicos y financieros requeridos para el conocimiento del patrimonio cultural se trata de un inversionista que se acoge a nuestras condiciones y que además garantiza un proceso totalmente respetuoso con los valores históricos y patrimoniales de galleon un inversionista que está dispuesto a contratar a los mejores del mundo para esta misión una verdadera selección mundial de excelencia de arqueólogos submarinos oceana europa voz la empresa más reconocida en construcción marina de arquitectos navales y un gran equipo de ingenieros robóticos que participaron en la exploración y que ahora personas de esa calidad van a ser contratadas para la recuperación de este patrimonio un inversionista que nos permitirá obtener y desarrollar la tecnología necesaria para el rescate de este naufragio una tecnología que muchas veces tiene que ser hecha a la medida porque esto nunca había sido explorado lo que decía a estas profundidades nunca se ha hecho y la alianza público privada ya fue oficialmente erradicada y el próximo 14 de julio se llevará a cabo aquí en cartagena la audiencia pública a la que asistirán todos los interesados este ha sido un proceso largo y complejo que hemos sustituido con éxito gracias al liderazgo de nuestra querida ministra de la cultura mariana garcés a su equipo jurídico al acompañamiento técnico y científico del instituto colombiano de antropología e historia en cabeza de su director el doctor ernesto montenegro también debo destacar el respaldo y el compromiso de esta gran institución a la que yo siempre digo que tengo el inmenso honor de haber pertenecido y alarma nacional que hoy comanda el almirante el restaurant así como la dirección general marítima a cargo del contralmirante paulo llevará igualmente hay que agradecer el trabajo de la cancillería y por supuesto de la comisión de antigüedades náufragas y en especial a una persona que desde el cielo nos debe estar mirando y aplaudiendo cuando ángel prieto quien dedicó toda su vida a este tema estuvo presente y recuerdo muy bien su emoción cuando descubrimos el galeón y nos ha ayudado muchísimo porque era un gran abogado en la defensa del estado estoy seguro que nos está mirando aplaudiendo y sonriendo es mucho muchísimo lo que el galeón san josé le podrá contar a colombia y al mundo sobre nuestra historia económica sobre nuestra historia social y cultural ahí hay mucho material que va a ser estudiado analizado por todos los expertos y dónde sacaremos conclusiones muy importante muchas preguntas acerca de la navegación y el comercio de la época el funcionamiento del modelo colonial van a encontrar respuestas después de esta investigación por eso en nombre de todos los colombianos de los 49 millones de colombianos quiero felicitar a todos los que han participado en este esfuerzo para recuperar nuestro patrimonio cultural y por esa gran labor que están haciendo y que seguirán haciendo para llevar este proceso a buen puerto ahora vamos a darles paso a un conversatorio que vamos a tener para explicar con más detalle aspectos de este proceso tan interesante y tan lleno de anécdotas lleno de historia y tal vez una de las aventuras de los esfuerzos más importantes que hemos hecho los colombianos gracias muy bien y señor presidente muchísimas gracias por sus palabras y como lo anunció el mandatario ya se inició este conversatorio sobre los avances en el proceso de investigación exploración y divulgación del galeón san josé así que señor presidente nuevamente tiene usted la palabra los los valores como los almirantes sabe muy bien son embarcaciones con múltiples o propósitos se utiliza para transporte para carga y para la guerra ese el 28 de mayo de mil 708 el galeón san josé harpo de portobelo panamá rumbo hacia cartagena 11 días duró la travesía y cuando estaba a punto de entrar al puerto de cartagena fue confrontado por unos las embarcaciones una flota británica inglesa dirigida por un comodoro cuyo nombre es o era charles huellas lo más tarde llegó a contar una historia muy interesante alrededor de este comedor se enfrentaron la batalla fue inevitable y tras el intercambio de artillería el galeón san josé se fue al fondo del mar en la noche del 8 de junio de 1708 mucho se ha escrito mucho se ha investigado aquí hay un cartagenero que ha hecho una gran investigación sobre el galeón rodolfo segovia dicen que los sobrevivientes no fueron más de 10 algunos dicen que 68 64 no fueron más de 10 este hallazgo este hallazgo del galeón de una noticia histórica que implica muchos retos de carácter cultural de carácter científico los retos enormes y estamos además innovando porque el modelo de las apps las versiones de las alianzas público privadas que nos permite desarrollar un proyecto científico de esta magnitud es realmente una innovación y mi primera pregunta a la ministra cuénteme ministra cómo fue que se estructuró este app y que viene ahora tienen cuatro el paso a seguir bueno presidente pueden ser muy buenos días para todos y muchísimas gracias la verdad es que trabajamos con un equipo interdisciplinario como todos sabemos las app están más que todo pensadas para obras de infraestructura para hacer carreteras para hacer puentes en nuestro país sin embarco cuando bajo su dirección estábamos iniciando en el congreso de la república el tema de la ley de patrimonio sumergido teníamos muy claro que los recursos que se requieren para este tipo de investigaciones son enormes y que jamás ni el instituto colombiano de antropología historia ni el ministerio de cultura y la armada nacional y la presidencia de la república y van a contar con esos recursos para adelantar esos procesos que como usted lo ha dicho son de altísima complejidad sin ti por eso el congreso de la república aprobó como una de las posibilidades para realizar exploraciones submarinas el mecanismo de las app es decir el estado colombiano en esta pp a la que se ha hecho referencia está corriendo un riesgo todo en riesgo toda la inversión está a cargo de la inversión y el reto fue entender todos el ministerio de cultura planeación hacienda que las app también eran importantes para otro tipo de procedimientos distintos a las obras de infraestructura creemos que esta app que nos han sido realizada cumple con todo lo que dicen la idea pp y con todo lo que establece la ley de patrimonio cultural sumergido es así como hoy ese mecanismo comprueba a ser muy eficiente para exploraciones de altísimo contenido científico de altísimo costo para colombia y que ese riesgo no asuma básicamente una inversión gracias a los periodistas mis colegas van a hacer muchas preguntas pero hay cosas que debido a la reserva sólo podemos mencionar cuando se suscriba el contrato es decir cuando el proceso de la app termine por ejemplo la identidad el originador no se puede divulgar la identidad de los miembros del equipo científico tampoco se puede divulgar cómo de 10 fueron los mejores del mundo entero porque el originador lo que hizo fue hice por el mundo entero escogiendo el mejor arquitecto naval el mejor arqueólogos en la mejor tecnología para poder leer el suelo fin pero no se puede decir quiénes fueron no se puede divulgar el valor de la propuesta inversión ni tampoco la red la remuneración que contiene la propuesta tampoco se puede divulgar parte la reserva las coordenadas del sitio donde estaba el calor por ley nos prohíbe no podemos revelar la identidad del ordenador pero les puedo contar que todo el peso con el trabajo de un arqueólogo submarino que lleva más de 40 años estudiando el galeón donde podría estar la historia el galeón y encontró un documento de cartagena y sus alrededores lo encontró en él la biblioteca del congreso de los estados unidos hayan washington ese documento lo había elaborado un espía español que estaba al servicio de los ingleses y lo elaboró años después del hundimiento del galeón este señor estuvo buscando durante mucho tiempo y yo pensaba que era un individuo como tantos que estaba en busca de los tesoros y no la vía para horas y finalmente prácticamente seco lochte en una recepción que hizo la embajada nuestras naciones unidas en el año antepasado en el la visita que la reunión de la asamblea general de las naciones unidas y ahí me ubico y me mostró un mapa dijo mire este mapa lo descubrí yo llevo 40 años buscando este galeón estudiando el galeón y me explicó la serie de características del mapa porque era un mapa totalmente nuevo que decía que había unos bajos y bajos que no estaba ni en ningún otro mapa y que por eso él sabía dónde podría estar el galeón me pareció muy convincente y entonces le dije que voy a dar más pistas pero que se la diera a nuestra ministra de la cultura aquí en colombia yo estaba en nueva york y le pedí a la misa que se reuniera con este señor luego la ministra se reunió también con el doctor montenegro por qué no nos cuentan ustedes dos un poco de esa reunión sin identificar al originador o arqueólogo yo creo que es interesante y bueno sí la verdad que yo sí me recibí esa instrucción del presidente de la república llegó este arqueólogo a mi oficina con la copia del mapa que le ha sido entregado al señor presidente se reunió conmigo durante varias horas y por mi oficina la verdad que pasaba mucha gente diciendo mire yo tengo la certeza de saber dónde está el galeón san josé y a partir de la ley quien tuviera esas intenciones podría hacer una solicitud al ministerio de cultura para que se le aprobara una primera fase que contempla la ley que es la posibilidad de explorar sin embargo nosotros éramos muy cuidadosos en tomar esas decisiones y al recibido esa información que como dice el presidente venía muy bien documentada con unos estudios donde él decía que se había echado al tema durante 40 años y le explicaba uno es un tema científico complejo yo le pedí al ministro montenegro que ya oficiaba como director del icann que lo recibiera y que tratará de entender dado que él sí es el experto colombiano en patrimonio cultural sumergido si lo que este señor no se estaba manifestando pues tenía algún asidero científico y si podíamos continuar con ese proceso de ser listos se reunió con él por primera vez como por tres horas antes de que passarella la palabra al doctor montenegro porque no nos cuenta quién es el autor no tener como que llegó rican bueno el doctor montenegro llevó al icann y en su gobierno el presidente y fabián sanabria que era director del icane en ese momento teníamos la necesidad dado que estamos tramitando la ley de patrimonio cultural sumergido que tenía muchísimos opositor y la verdad es que siempre se nos achacaba que nosotros no teníamos la intención de hacer investigaciones científicas y proteger el patrimonio sino que lo que teníamos era exclusivamente encontrar galeones para beneficiarnos con los tesoros que llevaban escondidos y siempre se ha hecho como mucho dijéramos divagación sobre la cantidad de galeones que están en nuestras aguas no son tantos como se dice y tampoco son tantos los que llevan tres oros y en esa búsqueda pues el director del icane ese momento conocía ni psoe no mire yo conozco colombiano que está por fuera que lleva muchos años por fuera que ha hecho muchos doctorados que ha estudiado historia en la sorbona que es experto en patrimonio cultural sumergido que tiene posgrados en el tema en españa y creo que nos podía ayudar mucho yo fui y le comenté abstenciones otra gama es el cerebro jugado y por eso llegó a montenegro ali khan ayudarnos y que de verdad ha sido pues muy muy importantes en todo este proceso tanto en la concepción y discusión de la ley como en todos sus aportes científicos para que eso sea posible típico que lo llevan a creer en la hipótesis del investigador porque todos estábamos muy escépticos de la canciller morgado y por qué porque le van a creer a él ya los demás no creo que con razón además porque era lo mismo que pensaba yo que pensaba la ministra de cultura a usted qué fue lo que lo llevó a creerle el mapa es la representación más gráfica de una de una ubicación por supuesto pero el investigador llevaba varios años como se lo mencionado trabajando en este tema sobre todo contamos hoy en colombia han sido los aportes que hizo desde el primer momento que hablamos y los que hemos venido trabajando en los años siguientes con más de mil folios relativos a la alta josé conocemos exactamente y a partir de ese momento él puso a disposición de colombia pues una información histórica que se ha recopilado durante muchísimos años más de cuatro décadas en efecto de trabajo específico y que han sido confrontados a las posibilidades técnicas tecnológicas y científicas que tenemos hoy en día de sus datos históricos que tenemos desde el inicio del siglo 18 podemos hoy confrontarlos con los anales meteorológicos que tenemos hoy en día tenemos capacidad de entender cuáles han sido las dinámicas climática las corrientes marinas los vientos que han que suceden y cuál es la media general para cualquier 8 de junio y a través de eso podemos entender cuáles han sido las variaciones y que es la descripción que hacen los marinos en los datos históricos de caerse el viento de entrar la brisa de tener rumbos específicos de cómo vivirán en algún momento y hasta donde habían alcanzado a navegar cuando tomaron la decisión en el san josé de virar hacia hacia el noroccidente después de esa decisión son esos datos los que han permitido entender cuál fue la dirección cuál fue la velocidad que tomó que tenía el barco y cuál es el polígono más o menos cercano que justamente puede ser relax con él con el mapa con el que tuvo su primer encuentro con los reyes y con esa información para empezar la búsqueda iniciamos una investigación ecológica sin precedentes en el país ah y como les decía participaron expertos del mundo entero arqueólogos historiadores ingenieros marinos utilizamos submarinos muy sofisticados un vehículo de última tecnología dotada de sonares cámaras y otros instrumentos de exploración fue clave un experto que participó en las operaciones del hallazgo del titanic o aquí en la búsqueda del galeón y luego de varias semanas y millones de fotografías una llamada no maría les llamó la atención a ustedes saben eso cuando supimos que una de esas fotografías estaba reportando en san josé después de que se hiciera del arte múltiple y miles de fotografías fueron tomadas después de los análisis de sonar pero cuando vimos las fotografías que están sobre lo que definimos que el galeón san josé comenzamos a ver una serie de camiones distribuidos en el fondo de manera normal como lo hace un bombardeo al hallarse en el fondo formando un sitio arqueológico claramente y que distribuye los cañones a lado y lado y además podíamos ver los cañones sin concreciones marinas es decir no son principalmente de hierro sino que son de un metal distinto que no permita esas concreciones cuando los identificamos eran claramente los cañones cañones de bronce que no hacían parte de todos los barcos de de la época solamente algunos barcos fueron armados con artillería de bronce y el tajo será uno de ellos y en las aguas colombianas solamente encontraremos el tajo set con completamente artillados con cañones de bronce por los cañones y un conjunto de elementos que están alrededor las botijas una serie de temática que no mostraran que era un barco de dos dimensiones pero cuando comenzamos a analizar los los camiones tenían las marcas las enzimas específicas que conocemos el registro de cada uno de los cañones y que nos permitirán decir sin ninguna duda que se trataba del galeón san josé y mucho se ha hablado sobre el contenido de el galeón tesoro que llevaba entonces que estaban esperando años para poder mandar esos tesoros que partirá para para españa que otra partida para el papá luego de los estudios y las reuniones con expertos usted qué nos puede decir que se calcula porque todo es una especulación todo es una especulación dicen que una una cifra que me han mencionado mucho 10 millones de objetos cada vaso cada barra es un objeto cuéntenos su derecho como se llegó a ese cálculo y y que se ha encontrado en las exploraciones realizadas hasta ahora presidente la los cálculos que tenemos en cualquier caso son aproximativos no podríamos decir de manera fehaciente que existe un número determinado objetos sin embargo de acuerdo al volumen del del sitio arqueológico podemos calcular que la cantidad de objetos y los nombramos uno por uno puede ser de alrededor de 10 millones de objetos de esos 10 millones de objetos la mayor parte de objetos hacen parte de la estructura de la estructura del barco hacen parte de la dotación del del barco de los bienes que de las personas que estaban en el barco de la artillería y de la carga por supuesto entonces individualizando los objetos que el procedimiento que hemos seguido hasta ahora y que seguiremos haciendo tendremos alrededor de los 10 millones de objetos individualizados entre los bienes de la carga los bienes de los individuos los la dotación del barco y los elementos constitutivos de la nave y los los trabajos de rescate que vamos a adelantar requiere de equipos humanos y y científicos y tecnológicos para trabajar en condiciones que son imposibles para un ser humano hay que crear herramientas especialmente hechas para esta labor que haga las veces de manos de los arqueólogos por ejemplo para extraer las piezas y no estropear las ministras que obligaciones va a tener el el concesionario frente a la recuperación de los restos de león bueno ahí lo que se establece es un protocolo presidente donde cada uno de esos objetos será clasificado tenemos también todas las medidas de seguridad son tres anillos de seguridad y cada una será clasificada con su ficha registrada en video de manera que se le pueda hacer un seguimiento no solamente por parte del stand del ministerio cultura de la presidencia de la república del consejo nacional de patrimonio de la comisión de antigüedades náufragas sino también una veeduría ciudadana porque una de las obligaciones de los apps es la divulgación de todo ese material que va a ser debidamente registrado clasificadas y custodia que va a dejar respirar a colombia yo creo que le va a dejar una gran experiencia en patrimonio cultural sumergido una dotación muy especial para allá de nuestras y nuestros salida ante sí y toda la base naval de cartagena batear dotada con un gran laboratorio que le permitirá seguir procesos de exploración que le permitirá además prestar esos servicios al resto del mundo e equipos y una gran experiencia a los equipos colombianos que participarán de esa misión como así lo sugiere el apetito del 50% de el equipo que estará acompañando a estos efectos es personal colombia llevará cuál ha sido el papel de la dimar aquí muchas gracias señor presidente primero que todo señalar que ultimar acompañado todo este proceso por el tiempo que ya se explicó siguiendo las directrices y en un trabajo coordinado con la armada nacional dívar ha trabajado básicamente en tres aspectos importantes el primero es el trabajo científico y de apoyo técnico a las investigaciones como señaló en un principio todo el trabajo previo de la columna de agua para determinar con exactitud cuáles son las características físicas de la columna de agua las la profundidad de la batimetría la presión la temperatura la dirección de la corriente de los vientos todo ese trabajo de la mano con cultura permitió establecer el área y puntualizar la información para que después viniera ya la firma especializada hacer el trabajo en forma máxima específica el segundo aspecto en el cual ha participado directamente en el acompañamiento jurídico y en la protección de la carne la custodia sabiendo la importancia de este tipo de información que representa para el país acompañó todos los reclamaciones las demandas a compartió todo la formulación de la nueva ley que el señor presidente señaló que nos permite nos da unas herramientas entonces ha estado siempre de la mano con factura y por último señor presidente el trabajo de mi madre tiene que ver con la seguridad marítima integral primar es el que controla regula la operación de barcos internacionales de barcos especializados para que opere en aguas colombianas y verifica que cumpla con toda la norma internacional y también pone a disposición los técnicos nuestros expertos a bordo para que verifiquen el trabajo que está haciendo en la plataforma sea el que está ordenado el apetito básicamente de dos mil pesetas gracias ante la gran armada está garantizando la seguridad en las zonas como cómo operaba en ese sentido que va a cerrar nada en materia de la seguridad de toda esta operación ya que el padre pero siempre será un privilegio volver aquí a cartagena la casa de la marina la principal parte de la marina permítame contarle antes una anécdota si el presidente no éramos jóvenes cadetes y jóvenes oficiales hace tres décadas o más nuestros profesores de historia decían señalando con el dedo algunos de ustedes le tocará el privilegio de tratar el galeón a encontrarlo y ponerlo para la humanidad hoy los tenemos aquí reconocer el mérito siempre se nos corresponde al momento y creemos que éste es este esperado momento histórico para la humanidad y para colombia en términos de seguridad procedimiento lo que significa el patrimonio cultural e histórico su marido de los colombianos los intereses de los colombianos en aguas colombianas la marina tiene principalmente dos esquemas de seguridad no se siente uno que ya empezó a funcionar hace muchos años a partir de una zona que conocemos por la historia que ha habido combates navales de la historia que lo hemos protegido y con mucho más énfasis a partir del momento en que se encontró realmente la posición de san josé esto lleva más o menos un año y medio donde estamos permanentemente haciendo una vigilancia de acuerdo con nuestra constitución lo que tenemos aviones y submarinos y para tener una cifra en los últimos dos años hemos hecho del orden de 200 operaciones que tiene que ver con la soberanía nacional en las aguas donde está este y esperamos que haya otros naufragios antiguos con patrimonio cultural y particularmente para la operación para la campaña marítima cuando venga ya formalmente la la empresa y la afp también tenemos un esquema mucho más riguroso tanto o más que se ofrece a las compañías de plata para las compañías petroleras compañías de exploración de plataformas offshore es una operación que tiene riesgos muy importantes estamos preparados la marina durante décadas ha venido estudiando las aguas del mar caribe realizando modelos matemáticos de circulación de corrientes de vientos vamos a apoyar no solamente en el ámbito de la seguridad de evitar cualquier intento cualquier amenaza la vamos a prevenir la vamos a controlar ya neutralizar sino también a apoyar con nuestros equipos y nuestros buques desde el aire en superficie submarinos la vida de los investigadores de los marinos pero navegante en la protección de la vida humana embargo esperamos que esto es una operación de mostrar al mundo una operación que se llegue que marcó un hito en la historia de nuestro país y que sea totalmente exitosa campaña marítimo 77 gracias por delante y medio alcaldes que no descartándose el museo como se anunció desde el principio el museo del galeón san josé estará aquí en cartagena no va a ser un museo y todo hacer un chipote museo museo realmente muy importante muy importante está además como parte de las condiciones del app y vamos a hacer un país modelo en exploración marina con la mejor tecnología respetando los valores científicos y patrimoniales del aporte a la parte académica de la real armada a mi alma mater la suya para el c2 la escuela naval hoy ya la escuela naval estar de la mejor escuela que hay en américa latina la calidad de sus laboratorios lo que hemos invertido en esas herramientas tan importantes para la investigación pero con esto el aporte va a ser inmenso entonces la distancia entre nuestra nuestra escuela naval con las demás escuelas navales se va a agrandar en forma muy muy importante ese es un legado también a la parte científica de la armh up de gran de gran relevancia y no fue por cuenta el cartagena ha sido epicentro de la historia varias veces lo fue por cuenta del galeón san josé en 1708 que tiene una historia también maravillosa que nos va a contar muy breve les decía que el galeón venía para más para cartagena y los viernes el almirante el comodoro charles o ellos eso fue en 1708 en 1733 en sí mismo como roig argüello lo ascendieron al primer lord del almirantazgo el imperio británico eso es como como la turba nacional lo hace mientras el comandante larva y en 1741 ese mismo como oro envió al almirante vernon a tomarse a cartagena que era él la joya de la corona lo más importante que había en todas las
