Spain owns every shipwreck not already legally owned by someone else, in all oceans, seas and some rivers including wrecks of canoes capable of holding more than 7 people, shipwrecks dating to before Spain existed and spaceship wrecks that have yet to be wrecked. It's the law, man. Look it up.

There is a thing called Admiralty Law.

No he is jokingly referring to how Spain has a long history of contesting any and all shipwrecks that have even the slightest connection to Spain. Regardless if the entire cargo was just stolen from someone else and the Spanish only had possession of it for a short time before the ship sank never have even reached Spain.
