Access issues on City Property in Fort Worth

I have spotted some vacant lots in Fort Worth that are posted as City Property. What are the legalities of using a MD on city property and who would I contact to get permission to sweep the lots?

Looking at the City web site, I would guess that the rules that apply to parks also apply to their other property.
I see that they are leasing some property to drilling companies.
