Need help in ID on some earlier finds

I want to get some of you to look at this buckle?
ITs Colonial ( or at least thats what it says)
not sure what it was for
also is this a barrel tap key
its made of solid lead
how old do you think it may be?

the buckle is probably early 1900's Definitely not colonial. It looks like there my be some more writing under colonial but I can't tell for sure.
