I know Albertville was the home of the 1992 Winter Olympics. Looks like a souvenir.

This might be what they call an Olympic Pin but if so, it's missing some bits, like the "pin" and a country flag maybe. People bring these to the olympics and trade them, trying to get all the events and as many different countries too...just a guess.
