This type of shoe is put on horses or mules that are ridden on hard surfaces such as cement or asphalt roads. Notice the welded on cleats to keep the animal from slipping down on the pavement. The bar across the shoe is to protect the frog (soft part) of the hoof. Usually used when a horse/mule has stone bruised hoofs. Not a good idea to keep the bar on long, because the frog flexes and helps circulate blood to the hoof. No flex...no circulation...major problems. I've put many shoes on horses as an ol' horse shoer moons ago. ;o)

to dampen the hoof steps on the cobble stones ? I found it strange at the time.

I'm glad you mentioned the leather found on the shoe. Many times, when the shoe is mounted on the horses hoof where there is some sort of damage to the inner part of the hoof or frog, a dressing was applied with different types of medication. This dressing would be kept in place by a thick piece of leather, cut in the shape of the shoe/hoof and nailed on with the shoe. I have done this many times. Sometimes due to a stone bruise, or even a puncture wound, such as from a nail or other sharp objects. Glad I could help out Hardy.
