Really hard to tell from your pics, but it kind of looks like a Cleaner. Is that first " ring " cleaned pretty well or is there still dirt caked in there?

Great Virginia Button, the best I can tell from your pic the bullet looks like a Spencer, and then of course a Pump Organ Reed Case. Nice recoveries that will cleanup and display well.

Yea I'm thinking 1855 Rifleman's Buckle keeper bar. I'm guessing the dirt on it currently fills either a circular or square hole.

I thought that was a Reed Case at first also , now I think it's a buckle Piece.

Also Really think you have a Type 3 Williams Cleaner Bullet .
Is there a separate 'Disc' on the very Bottom?

I stand corrected after looking again I see that is dirt packed in the keeper. Good call Hbeaton.
