Brass Hialeah race track ticket

Found this oddity on the New Jersey shore. Not worth anything, but interesting nevertheless. I just wonder if anyone here has seen one before and why did they make them? I guess it's a souvenir item from the track. Dime is for size reference. Hope all here have a Merry Christmas and a Happy New Year.

If they are similar to the early badges I have found, its membership which gives access to privileged areas of the track, thats why its numbered. (Member number 7)
