I spent just over 3 hours on my own finishing off a Roman Hill Site. We have hammered it over the years so not all that much left around.

Although I got;

6 Scrappies
Tudor? Lead Button
17th C Tinned Leather Mount
The tiniest Medallion I have ever seen! All I can read is 'VICTORIA' on one side & 'CROWNED JUNE 28th 1838'. So a commemorative issue of her Coronation.8-)

Nope,not in my Token/Medallion Books.
Can't find it online either!

The smallest token I've ever seen. Nice find. One would think that given the nature of that token, it would be recorded somewhere. I hope you can find a reference.

Minelab EQ800 & Makro Multi Kruzer, the rest are collecting dust...
Interesting that that medallion is so small! I once found at a mid 1800's site in California a religious medallion about that same size. Thought it was junk when I dug it, but when I was later going through my finds I saw that it had writing and such on it, louped it, and was amazed that anyone would bother to make such a tiny religious medallion.

Could it be a miniature of a bigger original?

I think the ID as a toy series is most likely. As you probably know this is likely to have been made in Germany. Although some where Birmingham UK.

I know what you mean, I thought junk until I spotted the hole, which made me look closer.
