Spencer Carbine shell and unknown buckle thing? Please help

Found this buckle looking thing at a site where the local Civil war infantry gathered in 1861. Looks like a buckle but the tangs don't move and kinda look like horse legs. The Spencer was near an old barn foundation in the woods a mile or so from the muster field. any help would be Appreciated. HH.

I’ve dug buckles of that type featuring no moving parts. From what I understand they were for women’s fashion and simply for show. Ca. early 20th century
