Definately a dog tag look under tokens and tags actually oddcoins collects and buys old tags hes got a long long post of all sorts of tags there. That is a cool relic my friend....

I put a link to the tnetter who buys and sells these on my reply earlier in this thread. click on the link . Thats an old tag very collectible some of them actually say tax tag
