Sterling charm or ring, with unknown hallmark

Hi everyone. A friend from out of town visited this weekend and we detected a couple of properties here in town together.
We didn’t have much luck at the first one so I took him to a ball field that shows up on early (1953) areal photos. I figured a ball field would give us some way finds, and it did. There were coins (mostly clad, a few wheat pennies) every few feet.

I did dig this pretty cool charm, maybe from a necklace. I know it looks like a ring but the little feather and two loops hang from the ring, so I have a hard time believing someone (likely a denial) would wear this on a finger. It would be an awkward ring, but would make sense an a chain as a necklace.

Anyway, it has “sterling” on the inside, along with two hallmarks/ maker’s marks. The first looks like a “$” and the second is a “C” in a circle.

I did a bunch of google searching of hallmarks but I couldn’t find these. Nothing even close, actually.
Are there any experts out there who can help with identifying the maker?

Follow-up: I was on a boring conference call at work today so I did some more google searches, and low-and-behold I think I found the manufacturer of the charm:
