Those two holes in the center make me think that someone made that into a whizzer, as opposed to it having been used as a button, as suggested.

I sort of wonder if someone used it as a Campaign Button.
and because it had no Pin, they may have drilled the holes to sew it to the Breast of their
jacket or Shirt
