"conducting an archaeological field exploration without the use of excavation"

That phrase is sprinkled throughout FL SB 868. The proposed legislation makes it illegal to conduct such an exploration on any public lands or tidelands (the beach) within the State of Florida.
Exactly how do you conduct an "archaeological field exploration without the use of excavation"?

Got any ideas?

Yes I do have an idea on this.

I was a bit perplexed when I first read that too.

If you are swinging a metal detector or some other type of instrument such as ground penetrating radar and you are NOT digging anything. Just listening and looking then I would assume this would be the case.

So when you add this in the mix then simple possesion of a metal detector could be a violation.

Magnetometers, One system uses the variations in gravity, ground radar, and of course metal detectors.

looking with your eyes for bits "surface debris" of the past of a non metal nature like old crockery shards and such ( next to coins crockery bits are a very good way to date a places useage history time frame wize -)-, using a metal detector to see if theres a lot of metal objects in general in the area's ground and what type they might be according to the detectors "readings" ( thus showing that humans lived there for some time as iron and other types metal debris is common to "human used" areas ) WITHOUT ACTUALLY DIGGING UP THE EARTH. --

if you get together with a few freinds and while having a few brews , ya'll talk in jest about how to rob a bank--congrats you just broke a law * --it called "conspiracy" -- of course you and your freinds never even attempted to actually rob the bank for real * but the mere fact you even thought of doing so and talked about you could possibly do it with others is in itself a crime -- yep --thought crime 's are for real . -- welcome to 1984 mr orwell
