The problem here is that your question , itself, is wrong . The question would not be what place (or country or park or beach, etc...) "allows" detecting. Instead, the question would be : What country (or place, or park, or beach, etc...) DISallows detecting.

In other words: An activity need-not-need expressly "allowed", in-order to be able to do it. For example: Do you know what countries "allow" you to fly kites ? You would not find any location that has a sign or a law saying "kite-flying allowed here". Instead, what you would be looking for, is if a law or rule existed in that place saying "no kite-flying allowed" (ie.: a DISallowance or prohibition).


And when/if you find countries that seem to have dire-sounding laws, you often-time have to read-between the lines (and not just assume it means "border to border"). For example: Whatever you're reading might only apply to public land there. And farmer Bob can do whatever the heck he wants in his own field. Or whatever you're reading might only apply to federal land, or protected monuments, etc..... For instance : This is a common mistake made when someone in the USA sees something dire-sounding on the state-by-state list. They assume it means "all parks" in that state. When in fact it only applied to STATE parks.

Perhaps you could name a country you have in mind, and we could start from that point.
