Google "making a knife sheath from pvc pipe". There are youtube videos about this, it is easy to do and 100% waterproof, can be done for nothing with a scrap piece of pvc pipe. Perfect for your usage, it will last pretty much forever. If you have to buy the pvc it will be very inexpensive, but usually it can be had for free at construction sites or from a local plumber. Your knife will not cut through the pvc, and the pvc will not dull your knife.

I think schedule 40 would be overkill, schedule 20 will work fine and is easier to shape when heated.
