Silver Plated Napier “Speed Fill” Jigger. This jigger has marks on the sides at ˝ oz intervals and a lever that allows the liquor to drain into your glass through the spout at the bottom. You would hold this over your glass, fill to the desired level, squeeze to let the liquid run into your glass and then pour in the next ingredient. This would be perfect for accurate measuring in a busy bar.

Yours might be stuck shut. When you squeeze the handle, the piece that is at the spout should move. It should open to let liquid thru.

When i squeeze the handle nothing happens, minor movement of bar, look at last 3 pic(not 3rd.)there is a brass seat in it...its not stuck(tried many times to push through) it's odd...the handle has no reason for operation...peice missing?

Well it's supposed to. Put a little lubricating oil on it if you must see it work. Great ID and cool find.

Look at 8th pic. The brass looking piece inside the spout should move when handle is squeezed. Notice that handle is at an angle down. When squeezed, it pushes the brass looking piece down enough to let liquid go into glass.

    green solved check?
I live in a state of rules where I am not permitted to live on my own country land because my home is not 130 MPH rated! I can only visit it from time to time and pay the fines.  I feel so safe with Big Government protecting me. In some states its illegal to collect rainwater.

Re: What is this measuring devise for?&for what?? some help please!(alot of pics!)

i been thinking. mine the inside would raise when squeezed. you could see this from inside the cup area.

i also believe the lever on mine would slip out of place and need to be put back, i think only once.

    hope this helps a little.

i'm thinking if you were to remove the lever from its slot and force the center up. it may loosen the center so it can be activated by the lever. likely it is stuck, but the lever action is not sufficient to make the inside piece to raise.

when the inside raise it would have a cut out section allowing the 'alcohol' to flow into the stem thing and into the ice!!!

Intimer, you are correct in that it does raise up when handle is squeezed. I don't know why I said it went down. I stand corrected.
