    Early 1800's militia artillery buckle/plate

Found recently in NC, it's all lead solid cast. The eagle is crouching and has two cannons at bottom each pointing outwards. Behind the eagle are sun rays, on your left of eagle there are flags, a wreath border on it with 13 stars at top. Can't find this piece anywhere does anyone know anything??
