Scale Wt. or Silver Ingot - item revisited with new info

I posted this item before but now have new information. Before I didn't think the item was silver, but I got silver test acid, tested it, and it tests out as silver. I also got a good digital scale and it weighs about 9.9 grams. I haven't calibrated the scale but since it is a new Ohaus scale, I suspect that it is fairly accurate.

Without this new information the general consensus on the forum seemed to be that it was a scale weight. I was pretty much convinced of that but after finding out that it is actually silver and weighs very close to 10 grams, I am starting to think that it could be a small silver ingot of some kind.

Pictures follow. Note what appears to be a heavily stamped "1", what could be a wreath hallmark, and the wear to the item. Thanks in advance for all of your ideas.

Thanks guys. That is idea I hadn't considered and it really seems to fit.

Would you have any idea what the 1 might indicate? Do you think it would refer to purity, weight, or just a sample number or something? Any additional thoughts and info appreciated.

    Thanks again.

I'm using some imagination here but when compared to my commercially produced ingot (pictured) here is my theory.

I would guess/assume it is the owners mark and possibly a homegrown lot or batch number. If it was a weight or purity I would think that it would be marked similar to the ingot in my picture. If this proves to be a smelting slug it probably was lost before it got assayed.
