That is a cut quarter...

somebody took a pair of cutters to it. If it had been a lawnmower it would be bent and not two clean straight cuts...cool find!

It sure looks like it but lawnmowers are the culprits in parks and schoolyards. I've found a lot of clad cut up the same way and like you say many are just bent. I guess it's just the way it gets hit and how sharp the blades are - check out Capt. SE's post:
