"The State of Oregon" has only one definition for each of the following phrases:
1. Defective title; what constitutes.
2. Interpretation of knowledge and notice.

Both of the above phrases have comparative legislation in Cal., Idaho, Iowa, Wash. in one, and Cal., Idaho in the other.

Both can come to play a factor when there is a "Partnership" or in almost any "Notice" that can be worded with a "Person" who negotiates an instrument. This can include "Mining" instruments.

This is posted for some who may be interested in the discussion of information on this topic thread as there are enough people who live / do business in the above States.

According to the Institute for Justice, it sued after the state officials "sent him a series of threatening letters ordering him to stop publicly offering opinions about engineering without a license, on pain of potential criminal punishment."

Most licensure laws are about practice for money (hire) . I never heard of this sort of opinion oppression before.
