Error Dime or Just Damaged?

I have had this coin kicking around for a while. I know very little about error coins so i figured I would ask everyone what their thoughts are on this. The spots I am looking at are on the obverse in the field to the right of Roosevelt's ear and below his chin. on the Reverse, to the top right of the oak branch. Any help is appreciated!

Heat damage. The heat has caused the outer clad layer to separate and bubble.
