post mint damage. The coin has been exposed to a chemical that has eaten away at the copper core a little more than the rest of the coin.
From experience coinshooting in horse pins, horse urine will do this to a coin and even worse.

We see this all the time at salt water beaches and other areas with acidic soils. The outer copper-nickel alloy holds up better than the pure copper in the center of the coin.
