all I will Tell you is it is in Schuylkill County PA.
And a New Member from the area Sent me the pics.
last carved face in Schuylkill county was Chopped out and Sent to Harrisburg, and an Archeologist took credit . And my understanding only ones that can see it are Archeologists

all of a sudden at a distance I see 29 Scratched on the rock
using the carving he's looking at :o

The carving looks older & Original. and was done by someone who knew what they were doing.
The 29 or 19 looks Scratched on with Chisel ?
Id'd guess 1929 someone found it and added the number.
Last time Indians were in the area was French & Indian War era 1754–63 could it be a Depiction of a French Soldier ?
though from my Knowledge the French were Cowards and
set the Indians to do their Dirty Work down here.

Looks natural to me. Not made by pecking…no peck marks. Not made with metal tools…no tool marks. Also the 2 you are seeing is obviously just a crack in the rock. Just Mother Nature at work.
